What happened on 11 July
At about 13:00 on Saturday 11 July 2026, a tourist canoe returning from Hon May Rut Ngoai to An Thoi port capsized in strong wind and waves. It was carrying 32 tourists from India and four people working on board. Fifteen tourists died and 21 people were rescued alive, two of them in a critical condition at the time of the first report. A boat driver who joined the rescue was reported as saying there were large waves but no rain, and that other tourist boats were operating at the time.
Officials' first assessment, reported on 16 July, attributed the capsizing to extreme, unusual and sudden weather. Provincial police opened a criminal case on 12 July and detained one person; the investigation was continuing in the last report we read. We do not name individuals here. Our thoughts are with the families of those who died.

The rules signed on 14 July
On 14 July a vice-chairman of the Phu Quoc special zone People's Committee signed a document tightening waterway traffic safety on the island. As reported by Tuoi Tre and Tien Phong, it requires that:
- canoes are registered and inspected, technically safe, and carry no more passengers or cargo than allowed;
- every vessel carries life jackets and rescue equipment for its passengers;
- crews are large enough and hold valid professional certificates;
- boats do not leave port in bad weather or when conditions are unsafe;
- the inland waterway port authority checks vessels at the island's piers and ports, and suspends piers or vessels that do not meet the conditions;
- traffic police patrol shipping lanes and check the certificates of crews and pilots;
- border guards do not allow departures when there is a warning of bad weather, a tropical depression or strong wind, and compare the actual passengers with the registered list before departure.
Further measures were reported in the days after. An inter-agency team checks the registration of canoes carrying visitors to the An Thoi islands and suspends those that fall short. An Giang's Department of Tourism told businesses that canoe tours and sea sports must stop when the weather turns complicated. Bao Xay dung reported that boats are not to leave if passengers are not wearing life jackets.

How many boats meet the standard
Phu Quoc has more than 100 canoes carrying visitors to the islands. According to the special zone, about 70 of them meet the SB class, a technical classification by Vietnam Register for coastal and island waters with waves of up to 2.5 m. The forecast for the island's waters in the days after the accident was south-west wind at level 5, gusting to 7, with waves of 1.5–2.5 m, which reaches the upper limit of that class.
The Ministry of Construction issued an urgent dispatch ordering a nationwide review of passenger waterway safety, with a focus on routes to islands.

Are island canoe tours running again?
On 12 July several operators at An Thoi paused all island canoe tours on their own initiative, before any official order, and one cancelled more than 20 tours booked by foreign visitors. One operator told Tuoi Tre that on the morning of 15 July the tours were still paused; operators said they were checking engines, fire equipment and life buoys, reviewing staff certificates, and one was preparing registered twin-hull canoes without a roof. Tien Phong reported on 14 July that tourist canoes had been paused since the accident.
A travel agency's post dated 22 July 2026 said, citing the authorities, that island canoe trips could leave again from 23 July. We found no official notice confirming a restart or setting new operating conditions. We could not confirm a restart as of 12 October 2026.

When a boat trip is a bad idea
The rules themselves describe the main case: do not go when a weather warning is in force, whatever the operator says. The accident happened in July, in the south-west monsoon season, when the west and south coasts get the swell; sources commonly give the dry, calmer season as roughly November or December to April. A trip is also a bad idea if the boat is visibly crowded beyond its seats, if life jackets are handed out only once the boat is moving, or if you are pressed to board after other boats have been cancelled. For children who cannot swim, a canoe in open water is a poor choice on any day with wind.

What to check before you go
- Ask the operator whether the boat is registered and inspected, and whether it meets the SB class for island waters.
- Put on a life jacket before the boat leaves, and check there is one for every passenger, including children's sizes.
- Count the passengers against the seats; overloading is banned.
- Ask who decides on cancellation and what you get back. Under the rules, the port authority and border guards can stop a departure, and the operator must not leave in bad weather; get the refund terms in writing.
- Check the weather warnings for the day, especially from May to October.
- Save the emergency numbers: 112 for search and rescue, 113 police, 115 medical emergency. The special zone's Tourism Rapid Response Team, launched on 26 February 2026, works around the clock.
